Joseph Cianflone
Joseph Cianflone is the Leader and Co-Founder of the Canadian Party of Quebec. A proud Canadian and Quebecer, he is a Harvard and Oxford graduate with a strong record of leadership in the global healthcare sector. He has held senior management roles in innovative health technology companies, working to improve system performance and patient care across Canada and internationally. Cianflone brings a forward-thinking, solutions-driven approach to the CaPQ, reinforcing the party’s commitment to inclusion, modernization, and the protection of constitutional rights for all Quebecers. His dedication to civil liberties led him to co-found the Task Force on Linguistic Policy, a citizen-led initiative that exposed the dangers of Bills 96 and 21 and defended the rights of Quebec’s English-speaking and minority communities. Unanimously elected Leader at the 2025 CaPQ Convention, he now leads the only provincial party in Quebec that openly defends Canadian unity, bilingualism, and democratic accountability.

Sonia Moscote
Originally from Colombia and living in Canada for the past 22 years, Sonia Moscote brings extensive experience in politics, public administration, community development, and civic engagement. Her work in both Colombia and Quebec reflects a longstanding commitment to democracy, social equity, and the protection of individual rights. Before immigrating to Canada, Sonia served for several years in Colombia as a public servant, elected official, and community advocate. She worked with government agencies and non-governmental organizations, developing significant expertise in local development, women's empowerment, and supporting members of visible minority communities. Sonia's educational background is equally diverse. She studied Law at Externado University of Colombia and Community Development Management at the University of Havana in Cuba. In Quebec, she earned Attestations of Collegial Studies in Immigration Consulting and Event Planning and Management from LaSalle College, as well as a Specialized Graduate Diploma in Public Administration. She also participated in the School of Women and Democracy organized by Women and Democracy, including the conference "Feminism and Democratic Institutions." Since settling in Quebec, Sonia has continued her professional and community involvement through a variety of leadership roles. She has served as an advisor in the Duberger-Les Saules sector and as Executive Director of Carrefour CEIBA-Québec, the Inter-American Association of Jurists, and Women and Democracy. Her work within Quebec's health and social services network, including at the CIUSSS, has enabled her to work directly with diverse communities and build strong partnerships across the sector. For more than nine years, Sonia has dedicated her experience to local development, immigrant integration, and social inclusion. Her commitment to advancing the rights of women, children, and vulnerable individuals has earned her recognized expertise in community mobilization, communications, organizational leadership, and the coordination of projects and events. Today, Sonia seeks to continue this work through provincial politics as a candidate for the Canadian Party of Quebec. She believes that a democratic society must protect fundamental rights, promote fairness and equal opportunity, and ensure that every citizen has the ability to participate fully in public life. Sonia is particularly concerned about the housing crisis affecting her riding and is committed to helping develop practical, sustainable, and collaborative solutions that allow all residents to live with dignity, security, and stability. A proud Quebecer by choice and deeply committed to democratic values, Sonia believes bilingualism is a strength for Quebec rather than a threat to the French language. Dale Langille
Meet Dale Langille For Dale Langille, public service has never been about politics—it has always been about people. A lifelong resident of the Châteauguay Valley, Dale was raised in Hemmingford, where he and his wife built their home and raised their three adult children. His roots in the community run deep, and throughout his life he has been committed to helping neighbours, strengthening local organizations, and making the region an even better place to live, work, and raise a family. Dale's dedication to serving others has been evident in every chapter of his life. As a Licensed Practical Nurse, he cared for seniors and vulnerable residents with compassion while coordinating staffing and daily operations in a long-term care facility. As a municipal councillor for eight years, he worked to ensure local government remained accessible, accountable, and focused on the needs of the people it serves. Whether making difficult decisions at the council table or listening to residents' concerns, Dale has always believed that leadership begins with listening. His commitment extends far beyond public office. Dale has coached youth soccer and volleyball, served on numerous community committees, and coordinated volunteers through Service d'Action Bénévole Au Cœur du Jardin, bringing people together to support families and individuals throughout the region. He believes that strong communities are built by neighbours helping neighbours. Throughout his professional career, Dale has successfully led teams, managed facilities, coordinated budgets, and built lasting relationships with employees, clients, volunteers, and community partners. These experiences have strengthened his ability to solve problems, bring people together, and find practical solutions to complex challenges. Dale is also a proud Freemason, serving in leadership roles at the local, provincial, and national levels. These experiences have reinforced the values that continue to guide him every day: integrity, service, respect, and compassion. Fluent in both English and French, Dale believes our greatest strength is our ability to work together. Giovanni Manfredi is a Quebec entrepreneur, financial security advisor, and longtime financial-services professional with more than 30 years of experience helping individuals, families, professionals, and business owners plan for their financial futures. Born and raised in Quebec with strong Italian roots, Giovanni has developed a deep appreciation for the cultural diversity that has helped shape both Quebec and Canada. Fluent in French, English, Italian, and Spanish, he believes that the ability to communicate with people in their own language provides more than simply a means of conversation—it creates understanding, builds relationships, and brings communities closer together. Throughout his professional career, Giovanni has worked closely with people from many different backgrounds and walks of life. These experiences have reinforced one of his most fundamental beliefs: every person deserves to be treated fairly, with dignity and respect, regardless of their language, culture, background, or place of origin. Giovanni believes strongly that Quebec can protect its unique identity and French heritage while remaining open, inclusive, respectful of individual rights, and an important part of a strong and united Canada. For him, diversity and bilingualism should be viewed as strengths that create opportunities for Quebecers rather than as reasons to divide them. His philosophy of personal responsibility also extends to health and quality of life. Giovanni is a firm believer in maintaining both a healthy mind and a healthy body. Proper nutrition, regular fitness training, discipline, and continuous personal development are important parts of his daily life. He believes that physical and mental well-being contribute to stronger individuals, stronger families, and ultimately stronger communities. As a businessman and financial professional, Giovanni understands the realities faced by Quebec families and entrepreneurs: the rising cost of living, taxation, building a business, preparing for retirement, protecting a family, and trying to create financial security for the next generation. His decades of working directly with people have given him a practical perspective on how government decisions ultimately affect individuals at the kitchen table, in the workplace, and in their businesses. Giovanni first entered provincial politics as a Canadian Party of Quebec candidate in the October 3, 2022 Quebec general election. His decision to become involved was motivated by a desire to give citizens a stronger voice and to advocate for a Quebec where government respects the rights, freedoms, languages, cultures, and contributions of all its citizens. Now, Giovanni is once again offering himself as a candidate for the Canadian Party of Quebec in the 2026 provincial election. His decision to run again comes from the same conviction that originally brought him into politics: public service should be about people, fairness, opportunity, accountability, and respect. Giovanni believes political leadership should bring people together rather than push them apart. He wants Quebecers—French-speaking, English-speaking, newcomers, established families, young people, seniors, entrepreneurs, and workers—to feel that they have a place in Quebec's future and that their voices matter. Dr. Abdur Rashid, born in 1965, is a professional accountant, entrepreneur, and human rights advocate with extensive experience in finance, business management, and community development. Throughout his career, he has demonstrated a strong commitment to professional excellence, leadership, and public service. Dr. Rashid is the Founder and Chief Executive Officer (CEO) of Far West Accounting Inc., where he has built a respected practice providing comprehensive accounting, taxation, and financial management services. He is also the Founder and President of 786 Holding Inc., further reflecting his entrepreneurial leadership and business expertise. His educational background is both diverse and multidisciplinary. Dr. Rashid recently pursued a Doctorate in Social and Human Studies, majoring in Human Rights, at Atlantic International University. He also earned a Master of Business Administration (MBA), majoring in Accountancy, from Atlantic International University. In addition, he completed studies in Professional Accounting and Business Management at the London School of Business Administration and obtained a College Degree in Information Technology Management from CDI College in Quebec. Committed to lifelong learning and professional development, Dr. Rashid has also completed a Mini MBA through the International Business Management Institute (IBMI) and holds the designation of Licensed Professional Chartered Manager with the Ordre des administrateurs agréés du Québec (OAAQ). His additional professional credentials include designation as an Accredited Management Accountant (AMA) through the Global Academy of Finance and Management (GAFM), Associate Membership with the American Institute of Certified Public Accountants (AICPA) and the Association of International Certified Professional Accountants, as well as membership in the Association des MBA du Québec. Dr. Rashid has earned numerous certifications through the U.S. Institute of Diplomacy and Human Rights, highlighting his commitment to international advocacy and human rights education. In 2025, he completed the requirements to become a Certified International Business and Protocol Consultant. He is also certified as a Disability Rights Advocate, Certified Diplomatic Protocol Consultant, Certified Human Rights Consultant, and Certified Business Consultant. In recognition of his contributions to the field, he was named “Best Human Rights Consultant” in 2024 by the U.S. Institute of Diplomacy and Human Rights. Beyond his professional accomplishments, Dr. Rashid has actively participated in international forums and advocacy initiatives. He attended the International Summit on Disability Rights 2022 in Istanbul, Türkiye, and the Rebuilding Ukraine Forum 2023 in Bucharest, Romania. He also participated in the 18th, 19th, and 20th International Human Rights Summits held in 2024, 2025, and 2026 at the United Nations Headquarters in New York, underscoring his continued commitment to advancing disability rights, human rights advocacy, and international cooperation. Through his leadership in business, dedication to human rights, and ongoing community engagement, Dr. Rashid continues to make a positive impact in the fields of finance, social advocacy, and community development both locally and internationally.
