Protect Public Healthcare and Reject Dubé’s Reforms

We oppose the CAQ's Bill 15 and the creation of Santé Québec, a top-heavy bureaucracy that centralizes power in Quebec City and strips local communities and professionals of their voice. We support a pluralistic, publicly funded system that gives space to both public and accredited local private providers, under universal access rules.


The CaPQ believes that public and private healthcare providers must work together, not in competition. Coordinating their efforts under shared standards allows the system to expand capacity, reduce wait times, and unblock services where the public system alone is falling short. This means regulated, Charter-compliant private clinics and professionals can supplement public services — without undermining universal access or equity.


Quebec should also reconsider its fiscal policy and permit public health insurance to cover private surgeries, as is already allowed in several other provinces. This change would give Quebecers more flexibility and timely access to medically necessary care — especially for non-emergency procedures currently subject to long public wait times.


When used effectively, this kind of collaboration offers greater flexibility at the community level, while still keeping healthcare publicly funded, universally accessible, and accountable to patients — not profit.
