Quebec is facing a historic shortage of doctors, nurses, therapists, and other health professionals. The CaPQ proposes a three-pronged strategy:

Attract

  • Recognize out-of-province and international training without bureaucratic barriers.

  • Allow professionals to practice in either official language, not just French.

  • Offer rural bonuses and startup funding for multidisciplinary local clinics.

Train

  • Mandate bilingual health training as part of institutional accreditation.

  • Support professional development and continuing education in both languages.

Retain

  • Incentivize mentoring, clinic leadership, and training of future practitioners.

  • Provide bonuses for bilingual teaching and long-term commitment in underserved regions.
