Canadian Party of Quebec calls on Quebec Liberal Party to clarify its position on Bill 1


MONTREAL, QUEBEC With government hearings now complete, the Canadian Party of Quebec (CaPQ) today called on the Quebec Liberal Party (QLP) to clearly state its position on Bill 1, the proposed Quebec Constitution.

“Where does the party stand on what could become the most consequential legislation in Quebec’s modern history?” asked CaPQ Leader Joseph Cianflone.

The QLP voted against Bill 1 at first reading. Yet the party has long supported the idea of a Quebec Constitution in principle, and has promoted the concept in advance of the anticipated autumn election campaign.

“With the new leader now chosen, Quebecers deserve clarity,” added Cianflone. “Where does Charles Milliard stand? What position will the QLP take at second reading, at committee, and at third reading?”

The Canadian Party of Quebec argues that procedural objections are not enough.

“The Liberals have criticized the drafting process,” said Jonathan Sommer, CaPQ Board member. “But where are the substantive reservations? Where is the concern about its manifest unconstitutionality, its impact on human rights and freedoms, and its implications for language rights and civil society?”

Numerous witnesses before the Commission on Bill 1 warned that the proposal is fundamentally flawed and raises serious constitutional and civil liberties concerns.

Groups calling for its complete withdrawal include Amnesty International, the Quebec Bar Association, the Canadian Civil Liberties Association, and the Assembly of First Nations Quebec-Labrador (AFNQL).

“The QLP is the Official Opposition,” said Cianflone. “Quebecers are entitled to know whether its MNAs will oppose this bill in substance.”

“We have spoken clearly,” he continued. “Now it is time for the Official Opposition to do the same.”
